Detect when chat is open#3

Sometimes a chat window can be opened without explicit user interaction (such as if a new inbound chat message comes in, or a rule has been setup on the provider to reveal a message when the page loads). In these cases, HelpShelf should detect this happening and hide the HelpShelf loader button so that it is not in the way.
